١ - يقدم هذا التقرير استجابة لقرار الجمعية العامة ١٥/٣٤٢ المؤرخ ٥١ أيلول/سبتمبر ٧٩٩١، والذي تطلب، في الفقرة ٦ منه، إلى اﻷمين العام أن يقدم تقريرا كل ثلاثة أشهر عن قبول الموظفين المقدمين دون مقابل المشار إليهم في الفقرة ٤ من ذلك القرار، بهدف ضمان الامتثال ﻷحكام القرار.

١ - هذا التقرير مقدم عملا بقرار الجمعية العامة ١٥/٣٤٢ المؤرخ ٥١ أيلول/سبتمبر ٧٩٩١، الذي طُلب فيه في الفقرة ٦ إلى اﻷمين العام أن يقدم تقريرا كل ثلاثة أشهر عن قبول الموظفين المقدمين دون مقابل المشار إليهم في الفقرة ٤ من القرار، بهدف ضمان الامتثال ﻷحكام ذلك القرار.

In order to rectify this situation of legal uncertainty, the Committee recommends that the State party should amend the legislation in question by clearly defining its scope, and requests it to ensure compliance with the provisions of article 15 and all the other provisions of the Covenant.

" ٦ - تطلب إلى اﻷمين العام أن يقدم إلى الجمعية العامة، عن طريق اللجنة الاستشارية لشؤون اﻹدارة والميزانية، تقريرا كل ربع سنة بشأن قبول اﻷفراد المقدمين دون مقابل المشار إليهم في الفقرة ٤، لاتخاذ اﻹجراء المناسب، بهدف ضمان الامتثال ﻷحكام هذا القرار؛

6. Requests the Secretary-General to report on a quarterly basis to the General Assembly, through the Advisory Committee on Administrative and Budgetary Questions, for appropriate action, on the acceptance of the gratis personnel referred to in paragraph 4 above, with a view to ensuring compliance with the provisions of the present resolution;
٦ - تطلب إلى اﻷمين العام أن يقدم إليها، عن طريق اللجنة الاستشارية لشؤون اﻹدارة والميزانية، تقريرا كل ثلاثة أشهر عن قبول اﻷفراد المقدمين دون مقابل المشار إليهم في الفقرة ٤ أعلاه، لاتخاذ اﻹجراء المناسب، بهدف ضمان الامتثال ﻷحكام هذا القرار؛

According to the analysis of the self-assessment reviews, among the most common forms of technical assistance needed are legal advice, legislative guidance and drafting expertise to facilitate the strengthening of relevant legislation to ensure compliance with the provisions of chapters III and IV of the Convention.
45- وفقا لتحليل استعراضات التقييم الذاتي، تشمل أشكال المساعدة التقنية المطلوبة الأكثر شيوعا ما يلي: المشورة القانونية، والتوجيه التشريعي، والخبرة الفنية في الصياغة لتيسير تعزيز التشريعات ذات الصلة بغية ضمان الامتثال لأحكام الفصلين الثالث والرابع من الاتفاقية.

In addition to the above-mentioned areas of country-level technical assistance, there will undoubtedly be additional areas of technical assistance requested in order to ensure compliance with the provisions of chapters III and IV of the Convention.
