PRINCIPLE 34. SCOPE OF THE RIGHT TO REPARATION The right to reparation shall cover all injuries suffered by victims; it shall include measures of restitution, compensation, rehabilitation, and satisfaction as provided by international law.
يجب أن يشمل الحق في التعويض كافة الأضرار التي تلحق بالضحية؛ وهو يتضمن تدابير تتعلق بالحق في الاسترداد وفي التعويض المالي وإعادة التأهيل، والترضية، على نحو ما ينص عليه القانون الدولي.

These abuses occur despite the safeguards provided for by international law and the abundant case law in this area; hence the importance of bringing together in one instrument all the norms and principles governing the protection of human rights under states of emergency, with the aim of setting international standards applicable to all States.
