65. With regard to subparagraph (n), a query was raised as to whether it was possible to indicate an exchange rate in the request for proposals since exchange rates were subject to fluctuations.
٥٦ - وفيما يتعلق بالفقرة الفرعية )ن(، أثير سؤال حول عما إذا كان ذكر سعر صرف معين في طلب تقديم الاقتراحات ممكنا ما دامت أسعار الصرف خاضعة للتقلبات.

التوصية 25- يجوز للسلطة المتعاقدة، سواء أكانت استخدمت إجراءات الاختيار الأولي أم لم تستخدمها، أن تحتفظ بالحق في الاشتراط على مقدمي العروض أن يثبتوا ثانية مؤهلاتهم وفقا للمعايير والإجراءات المبينة في طلب تقديم الاقتراحات أو وثائق الاختيار الأولي، حسب الاقتضاء، وفي حال أن تم استخدام إجراءات الاختيار الأولي، فيجب أن تكون المعايير هي المعايير نفسها المستخدمة في إجراءات الاختيار الأولي.

(10) Any award by the procuring entity shall be made to the supplier or contractor whose proposal best meets the needs of the procuring entity as determined in accordance with the criteria for evaluating the proposals set forth in the request for proposals, as well as with the relative weight and manner of application of those criteria indicated in the request for proposals.
)١٠( أي قرار تتخذه الجهة المشترية بإرساء الاشتراء يجب أن يكون لصالح المورد أو المقاول الذي يفي الاقتراح المقدم منه باحتياجات الجهة المشترية على أحسن وجه حسب ما يتحدد وفقا للمعايير الخاصة بتقييم الاقتراحات والمبينة في طلب تقديم الاقتراحات، وكذلك وفقا للوزن النسبي وطريقة تطبيق تلك المعايير على النحو المبين في طلب تقديم الاقتراحات.

(2) (a) If the procuring entity uses the procedure provided for in this paragraph, it shall establish a threshold level with respect to quality and technical aspects of the proposals in accordance with the criteria other than price as set out in the request for proposals and rate each proposal in accordance with such criteria and the relative weight and manner of application of that criteria as set forth in the request for proposals.

(هـ) وفيما يتعلق بنساء الشعوب الأصلية، فإن مشروعيْ دعم مشاريع الإسكان الريفية للمشردين، ودعم الشراكة في التمويل لإعداد مشاريع الإسكان الريفي المعروضان في طلب تقديم الاقتراحات للحصول على إعانات من أجل الإسكان الاجتماعي الريفي للمشردين داخليا، يساعدان كلاهما الأسر المعيشية التي تعيلها نساء من الشعوب الأصلية.
