1. In its resolution 2004/35 of 21 July 2004, the Economic and Social Council noted with alarm the continuing spread of HIV/AIDS in pre-trial and correctional facilities.

Alarmed at the continuing spread of the HIV/AIDS epidemic in pre-trial and correctional facilities,

Mindful that the physical and social conditions associated with imprisonment may facilitate the spread of HIV/AIDS in pre-trial and correctional facilities, and thus in society,
وإذ يضع في اعتباره أن الأحوال المادية والاجتماعية المرتبطة بعقوبة السجن قد تسهّل انتشار فيروس نقص المناعة البشرية/الإيدز في مرافق الاحتجاز قبل المحاكمة والمرافق الإصلاحية، ومن ثم في المجتمع،

8. Invites Member States to make voluntary contributions to the United Nations Crime Prevention and Criminal Justice Fund, in direct support of activities and projects of the United Nations Office on Drugs and Crime related to prevention of HIV/AIDS in pre-trial and correctional facilities;

28. In its resolution 2004/35 the Economic and Social Council suggested that appropriate training be given to managers and corrections staff working in pre-trial facilities to enable them to better deal with HIV/AIDS.
28- واقترح المجلس الاقتصادي والاجتماعي 2004/35 توفير التدريب المناسب للمديرين وموظفي السجون الذين يعملون في مرافق الاحتجاز قبل المحاكمة لتمكينهم من التعامل على نحو أفضل مع الإصابة بفيروس نقص المناعة البشرية/الأيدز.

As a co-sponsor of the Joint United Nations Programme on HIV/AIDS (UNAIDS) and in its capacity as the lead agency for matters referring to HIV/AIDS in prisons, UNODC offered a range of expertise and services to requesting States in order to improve the situation for HIV/AIDS prevention, care and support in pre-trial and correctional facilities.
وباعتبار المكتب شريكا في رعاية برنامج الأمم المتحدة المشترك بشأن الأيدز وفيروسه وبوصفه الوكالة الرائدة في الشؤون المتعلقة بالإصابة بالأيدز وفيروسه داخل السجون، فهو يتيح طائفة من الخبرات والخدمات للدول التي تطلبها بهدف تحسين الأوضاع المتعلقة بالوقاية من الأيدز وفيروسه، وتوفير الرعاية والدعم في مرافق الاحتجاز قبل المحاكمة وفي المرافق الإصلاحية.

He also recommended that the police of Azerbaijan ensure an effective enforcement of the right to legal counsel; ensure that the relatives of detained people are timely informed about the places of detention; and provide further improvements to medical and sanitary conditions in pre-trial detention facilities.
وأوصى أيضاً بأن تكفل شرطة أذربيجان الإعمال الفعال للحق في الاستعانة بمحامٍ؛ وضمان إبلاغ أقارب الأشخاص المحتجزين في حينه عن أماكن الاحتجاز؛ وزيادة تحسين الظروف الطبية والصحية في مرافق الاحتجاز قبل المحاكمة(17).

It remained concerned by the persistence of torture in pretrial detention facilities.
وقالت إنها لا تزال قلقة إزاء استمرار التعذيب في مرافق الاحتجاز قبل المحاكمة.

Although there are some improvements in conditions for children in pretrial detention facilities being run by the Ministry of Labour and Social Affairs, facilities for convicts continue to be overcrowded with potential for disease, abuse and exploitation.
ورغم بعض أوجه التحسن التي طرأت على ظروف الأطفال في مرافق الاحتجاز قبل المحاكمة التي تخضع لإشراف وزارة العمل والشؤون الاجتماعية، فإن مرافق المدانين لا تزال مكتظة وهي عرضة لأن تنتشر فيها الأمراض وأن تشهد حالات انتهاك واستغلال.
