The proposed reforms came into force pursuant to Security Council resolution 1329 (2000) of 30 November 2000, by which the Council approved the establishment of a pool of ad litem judges and the appointment of two additional judges to the Appeals Chamber and for the second time amended the Statute.

I take the liberty of recalling that, in January 2000, the Tribunal began a large-scale reform of its structure and operation resulting, inter alia, in the adoption on 30 November 2000 of resolution 1329 (2000), by which the Security Council approved the creation of a pool of ad litem judges and the appointment of two additional judges to the Appeals Chamber.

3. From 2000 onwards, with the adoption of Council resolution 1329 (2000), the Tribunal has undertaken several initiatives to speed up proceedings, such as the creation of a pool of ad litem judges, the appointment of two additional judges to the Appeals Chamber and the amendments to the Rules of Procedure and Evidence of the Tribunal, in order to allow the judges to play a more active role in court proceedings.
