It should also be noted that in line with resolution 66/213, the Office of the High Representative has extended organizational and substantive support to the ad hoc working group to further study and strengthen the smooth transition process for the countries graduating from the least developed country category.

On 15 October 1996 the Office of the High Representative (OHR), UNHCR, IFOR, IPTF and the office of the European Commission established, after consultation with officials of Bosnia and Herzegovina and its two entities, a ”Procedure for Return and Reconstruction in the Zone of Separation”.

32. In respect of the landlocked developing countries, the Office of the High Representative served as the focal point in organizing the International Ministerial Conference of Landlocked and Transit Developing Countries and Donor Countries and International Financial and Development Institutions on Transit Transport Cooperation held in Almaty in 2003.
32 - وفيما يتعلق بالبلدان النامية غير الساحلية، قام مكتب الممثل السامي بدور جهة التنسيق في عملية تنظيم المؤتمر الوزاري الدولي للبلدان النامية غير الساحلية وبلدان المرور العابر النامية والبلدان المانحة والمؤسسات المالية والإنمائية الدولية المعني بالتعاون في مجال النقل العابر، الذي عُقد في ألماتي في عام 2003.

63. To guide and provide strategic direction and vision to the preparatory process for the comprehensive 10-year Review Conference of the Almaty Programme of Action, the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States has prepared a concept note and a road map outlining preparations at the global, regional and national levels.

51. Having noted alarming patterns of mismanagement, incompetence and political manipulation within the publicly owned companies in Republika Srpska, in December the Office of the High Representative amended the relevant legislation, thus requiring special audits of such companies to be conducted by the Republika Srpska Auditor General.
51 - وبعد ملاحظة نماذج مقلقة تنم عن سوء الإدارة وانعدام الكفاءة والتلاعب السياسي داخل الشركات المملوكة للقطاع العام في جمهورية صربسكا خلال شهر كانون الأول/ديسمبر، قام مكتب الممثل السامي بتعديل التشريعات ذات الصلة، حيث أصبح من اللازم على مراجع الحسابات العام في جمهورية صربسكا إجراء مراجعات خاصة لحسابات هذه الشركات.

6. With the involvement of major stakeholders and in accordance with General Assembly resolution 61/212, the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States has developed an organizational and conceptual framework for the midterm review to help in launching the substantive and intergovernmental preparatory process.

21. In view of the above, the Office of the High Representative and other relevant international entities, including the World Bank and ESCAP, continued their efforts to compile basic indicators to monitor progress made in the establishment of efficient transit transport systems and to measure their impact on major macroeconomic variables of landlocked developing countries.

45. the Office of the High Representative handed over responsibility for implementing annex 7 to the General Framework Agreement on the return of refugees and displaced persons to the domestic authorities in December 2003, when property repossession was nearly complete and new legislation had been passed establishing the necessary State organs and coordination mechanisms for dealing with this issue.
