The Office of the United Nations High Commissioner for Human Rights may assist countries in the drafting of laws and enabling legislation so as to ensure the enforcement and follow-up of international commitments, including decisions of international courts and tribunals.

Mr. Abu (Malaysia) said that the Secretary-General's report confirmed that the scope and application of universal jurisdiction remained very much a matter of political and legal debate and that its exercise varied widely, as evidenced by the decisions of international tribunals and academic writings.
