3-7 ويرى صاحب البلاغ أنه لا تتوفر سبل انتصاف محلية وفعالة حيث إن المحكمة الدستورية أقرت في 21 تشرين الأول/أكتوبر 1999، دستورية قرار المجلس الأعلى المؤرخ في 31 كانون الثاني/يناير 1991 بشأن كتابة أسماء وأسماء الأسر في جوازات سفر المواطنين في جمهورية ليتوانيا.

While the Constitutional Court upheld on 21 October 1999 the constitutionality of the Resolution of the Supreme Council of 31 January 1991 on the writing of names and family names in passports of citizens of the Republic of Lithuania, the State party considers that this decision did not prevent the author from availing himself of effective domestic remedies.
ومع أن المحكمة الدستورية أقرت في 21 تشرين الأول/أكتوبر 1999 دستورية قرار المجلس الأعلى المؤرخ في 31 كانون الثاني/يناير 1991 بشأن كتابة الأسماء وأسماء الأسر في جوازات سفر المواطنين بالجمهورية الليتوانية، تعتبر الدولة الطرف أن هذا القرار لم يمنع صاحب البلاغ من اتباع سبل الانتصاف المحلية الفعّالة.

5.1 On 15 June 2009, the author claims that the right of persons accused of crimes for which the federal law institutes capital punishment to have their cases considered by a jury, as set out in article 20, paragraph 2, of the Constitution, has been guaranteed on the territory of the Russian Federation following the adoption of the Resolution of the Supreme Council of the Russian Federation of 16 July 1993.

4.3 With regard to article 26, the State party considers that this claim is not substantiated since the Resolution of the Supreme Council of 31 January 1991 on the writing of names and family names in passports of citizens of Lithuania clearly imposes that the name and family name of an individual shall be written in Lithuanian letters in passports of all Lithuanian citizens without exception.

Under paragraph 2 of the decision of the Supreme Council (Parliament) also adopted on 16 July 1993, jury trials were first to be introduced only in five regions of the Russian Federation (Stavropol, Ivanovo, Moscow, Ryazan and Saratov) as of 1 November 1993, and in four other regions (Altai, Krasnodar, Ulyanovsk and Rostov) as of 1 January 1994.

Article 1 of the Federal Supreme Council Decision provides: Half the members shall be elected by an electoral college made up, for each Emirate, of at least 100 times the number of its representatives; and article 2 provides: The other half of the representatives of each Emirate shall be chosen by the ruler.
فقد نص قرار المجلس الأعلى للاتحاد في المادة 1: " يتم انتخاب نصف الأعضاء من قبل هيئة انتخابية تشكل بواقع مائة مضاعف لممثلي كل إمارة كحد أدنى " وقضى في المادة 2 بأن: " يتم اختيار النصف الأخر من ممثلي كل إمارة عن طريق الحاكم " .

Concerning the time frame for granting nationality to the category of persons without substantiating documents, it can be said that the State is endeavouring to resolve this problem as soon as possible, as exemplified by the issuance of Federal Supreme Council Decision No. 2 of 2005 agreeing to resolve the problem of persons without substantiating documents.
فيما يتعلق بالإطار الزمني لمنح الجنسية لفئة من لا يحملون أوراقاً ثبوتية، يمكن القول بأن الدولة تحرص على حل هذه المشكلة بأسرع وقت ممكن، وقد تجسد ذلك في صدور قرار المجلس الأعلى للاتحاد رقم (2)

2. To instruct the Government of Ukraine to exchange the instruments of ratification for the Treaty on the Reduction and Elimination of Strategic Offensive Arms and step up efforts to conclude specific international agreements based on the reservations set forth in the resolution of the Verkhovna Rada of Ukraine on ratification of the Treaty on the Reduction and Elimination of Strategic Offensive Arms.
٢ - يطلب من حكومة أوكرانيا أن تقوم بتبادل الصكوك وبالتصديق على معاهدة الحد من اﻷسلحة الاستراتيجية الهجومية والقضاء عليها وبتكثيف اﻷنشطة ﻹبرام اتفاقات دولية محددة استنادا الى التحفظات الواردة في قرار المجلس اﻷعلى ﻷوكرانيا بشأن التصديق على معاهدة الحد من اﻷسلحة الاستراتيجية الهجومية والقضاء عليها.
