The 1992/1993 cost estimates for UNPROFOR contained in the 2 December 1992 report to the General Assembly (A/47/741) had not provided for the full cost of the enlargement authorized by Council resolution 776 (1992) for the protection of humanitarian relief convoys.
٨ - ولم تتضمن تقديرات التكلفة للفترة ١٩٩٢ - ١٩٩٣ بالنسبة لقوة اﻷمم المتحدة للحماية الواردة في التقرير المؤرخ ٢ كانون اﻷول/ديسمبر ١٩٩٢، المقدم إلى الجمعية العامة )A/47/741(، التكلفة الكاملة للتوسيع الذي أذن به قرار مجلس اﻷمن ٧٧٦ )١٩٩٢(، لحماية قوافل اﻹغاثة اﻹنسانية.

Those two resolutions, along with the resulting discussions and actions, represent a turning point where the international community recognized -- beyond the security of humanitarian convoys -- the security of people and the need to act to protect them.

Aside from incidents involving humanitarian convoys, there were 160 incidents of threatening verbal abuse, 407 incidents of violence such as physical assaults and gunfire and 88 terrorist-related threats against United Nations personnel and field installations.

In July 2009, the relevant Egyptian authorities (Ministry of Foreign Affairs/Ministry of the Interior/General Intelligence Service) instituted an Egyptian mechanism for receiving humanitarian convoys bound for Gaza, and within the framework of this mechanism the port of El Arish was selected as the sole entry point for humanitarian relief.
1 - في تموز/يوليه 2009، حددت السلطات المصرية المختصة (وزارة الخارجية/وزارة الداخلية/جهاز المخابرات العامة) آلية مصرية لاستقبال قوافل الإغاثة الإنسانية المتجهة إلى غزة، وفي إطار هذه الآلية اختير ميناء العريش ليكون النقطة الوحيدة لدخول الإغاثة الإنسانية.

There were 123 incidents of harassment of humanitarian convoys during the current reporting period, 220 incidents in which checkpoints or roadblocks prohibited access to United Nations personnel and 108 incidents of harassment, abuse or physical assault of United Nations personnel occurring at checkpoints or roadblocks and resulting in significant delays.
7 - وبلغ عدد حوادث مضايقة قوافل الإغاثة الإنسانية 123 حادثة أثناء الفترة الحالية المشمولة بالتقرير. وبلغت عمليات إقامة نقاط التفتيش وحواجز الطرق التي تمنع وصول أفراد الأمم المتحدة 220 حالة، ووقعت 108 من حالات المضايقات أو إساءة المعاملة أو الاعتداء الجسدي على أفراد الأمم المتحدة عند نقاط التفتيش وحواجز الطرق والتي أدت إلى حالات تأخير كبيرة.
