81- بينما انخفضت الأعداد الإجمالية للاجئين خلال السنوات الأخيرة لأسباب شتى ليس أقلها شأناً عدد العمليات الضخمة المنفذة بنجاح لإعادة اللاجئين إلى الوطن، فإن تحديات الحماية ما زالت قائمة في جو يسوده ازدياد الشواغل الأمنية، وعدم مراعاة أحكام القانون الدولي في الحروب، وتنامي كره الأجانب والتعصب بوجه عام عبر العالم.
