261. Intentionally directing attacks against the civilian population as such, or against civilians not taking a direct part in hostilities, is a serious violation of international humanitarian law and amounts to a war crime.
261 - والهجمات الموجهة عمدا ضد السكان المدنيين بصفتهم هذه، أو ضد أفراد مدنيين لا يشاركون مباشرة في الأعمال الحربية، يعد انتهاكا خطيرا للقانون الإنساني الدولي ويرقى إلى مرتبة جرائم الحرب().

With regard to the criminalization of racial discrimination, the Penal Code still ignores discriminatory conduct engaged in at any time by persons not taking a direct part in hostilities, since discriminatory practice is considered an offence only if committed " during and in the course of armed conflict " .
وفيما يتعلق بتجريم التمييز العنصري، لا يزال قانون العقوبات يُغفل السلوك التمييزي الذي يسلكه في أي وقت أشخاص لا يشاركون مباشرة في الأعمال القتالية، ذلك لأن الممارسة التمييزية لا تعتبر جريمة إلا إذا حدثت " أثناء النزاع المسلح وفي سياقه " .

It does not respect the rules on the use of force and firearms by law enforcement officials, and when taking place in the context of hostilities it violates the principle of distinction, which prohibits the targeting of civilians not directly participating in hostilities.
ولا يحترم قواعدَ استخدام القوة والأسلحة النارية من جانب مسؤولي إنفاذ القانون، ويشكّل، عندما يجري في سياق الأعمال القتالية، انتهاكاً لمبدأ التمييز الذي يحظر استهداف المدنيين الذين لا يشاركون مباشرة في الأعمال القتالية.
