(u) The Board authorized the Secretary/CEO to finalize transfer agreements currently under negotiation with the Universal Postal Union, the Coordinated Organizations and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization and possibly one or two other organizations, for submission to the General Assembly in fall 2004.

The Council therefore recommends that the General Assembly authorize the Council to convene a process to draft a Code of conduct for legal representatives to be presented to the Assembly at its sixty-seventh session.
