The Mission concludes that during the period covered by this report, although certain positive steps and attitudes already indicated in the second report have been maintained, the general human rights situation in Guatemala is still a cause for concern and has in some ways taken a turn for the worse.

65. The country considers the joint effort between the Government of Guatemala and the United Nations High Commissioner for Human Rights in Guatemala an important step towards assessing the State's fulfilment of the recommendations issued by the treaty monitoring bodies.

12. In the context of its open-door policy of cooperation with special mechanisms, the mandate of the Office of the High Commissioner for Human Rights in Guatemala was renewed for three more years, from September 2008 to September 2011.

The item was included in the agenda of the forty-eighth session of the General Assembly, in 1994; at that session, the Assembly established a Mission for the Verification of Human Rights and of Compliance with the Commitments of the Comprehensive Agreement on Human Rights in Guatemala (resolution 48/267).

On 20 January 1997 the Security Council adopted its last resolution 1094 (1997) on peace and security in Guatemala, in which it authorized the United Nations Mission for the Verification of Human Rights and of Compliance with the Comprehensive Agreement on Human Rights in Guatemala to monitor the implementation of the Peace Accords.

64. This policy has also opened up the opportunity for other important visits to Guatemala, in order to place greater emphasis on human rights issues. For instance, the visit in May 2006 by Louise Arbour, the United Nations High Commissioner for Human Rights, was aimed at establishing direct relations with the country after the opening of the United Nations Office of the High Commissioner for Human Rights in Guatemala in September 2005.
64- وقد أتاحت هذه الممارسة أيضاً للبلد فرصة استقبال زياراتٍ أخرى مهمة استهدفت زيادة الاطِّلاع على حالة حقوق الإنسان، مثل زيارة السيدة لويز أربور، مفوضة الأمم المتحدة السامية لحقوق الإنسان، التي اضطلعت بها في أيار/مايو 2006 بهدف إجراء أول اتصالٍ مباشر بالبلد بعد افتتاح مكتب مفوضية الأمم المتحدة السامية لحقوق الإنسان في غواتيمالا في أيلول/سبتمبر 2005.

In 1983, the Chairman of the Commission appointed Viscount Colville of Culross (United Kingdom) as Special Rapporteur, with a mandate to make a detailed study of the human rights situation in Guatemala.
