This is a very serious development, which can put the Democratic Republic of the Congo peace process in jeopardy. It is a blatant violation of the Lusaka Ceasefire Agreement (S/1999/815, annex), and the Kampala disengagement and redeployment plan, as well as the Harare sub-plans for disengagement and redeployment of forces.

In its resolution 1341 (2001) of 22 February 2001, the Security Council demanded that the parties to the Lusaka Ceasefire Agreement (S/1999/815, annex) implement fully the Kampala plan and the Harare sub-plans for disengagement and redeployment of forces without reservations within the 14-day period stipulated in the Harare Agreement, starting from 15 March 2001.

In the interests of transparency, it would be grateful if you would have the disengagement and redeployment plan signed at Kampala on 8 April 2000, together with the disengagement and redeployment sub-plans adopted at Harare on 6 December 2000, circulated among the States Members of the United Nations to enable them to witness the sincere desire of all parties to implement them fully and effectively.
وحرصا منها على الشفافية، تود أن يتم تعميم خطة فض الاشتباك وإعادة نشر القوات الموقعة في كامبالا في 8 نيسان/أبريل 2000 فضلا عن خطتيها الفرعيتين لفض الاشتباك وإعادة نشر القوات اللتين اعتمدتا في هراري في 6 كانون الأول/ديسمبر 2000 على الدول الأعضاء في الأمم المتحدة كدليل على أن جميع الأطراف تنوي بصدق تنفيذ هذه الخطط تنفيذا كاملا وفعليا.
