التوصية ١١: التوجيهات اﻷولية بشأن السياسات واﻷولويات البرنامجية ومعايير اﻷهلية لكيان أو كيانات تشغيل اﻵلية المالية.

The entity or entities entrusted with the operation of the financial mechanism should take full account of the arrangements agreed with the Conference of the Parties, which, inter alia, shall include determination in a predictable and identifiable manner of the amount of funding necessary and available for the implementation of the Convention, as provided for in Article 11.3(d) of the Convention.
وينبغي لكيان أو كيانات تشغيل اﻵلية المالية أن تأخذ في حسبانها الكامل الترتيبات المتفق عليها مع مؤتمر اﻷطراف التي لابد أن تشمل، في جملة ما تشمله، تحديد مقدار التمويل اللازم والمتاح لتنفيذ الاتفاقية بطريقة يمكن التنبؤ بها وتعيينها، وذلك وفقا لما هو منصوص عليه في المادة ١١-٣ )د( من الاتفاقية.

The operating entity or entities should ensure that, with reference to activities involving transfer of technology, such technology is environmentally sound and adapted to suit local conditions;
' ٣ ' ينبغي لكيان أو كيانات التشغيل أن تكفل، فيما يتعلق باﻷنشطة التي تنطوي على نقل للتكنولوجيا، أن تكون هذه التكنولوجيا سليمة بيئياً ومتكيفة بما يناسب اﻷحوال المحلية.

(i) The operating entity or entities should, in all funding decisions related to the financial mechanism, take into account Article 4.1, 4.7, 4.8, 4.9 and 4.10 of the Convention.
`١ ' في كل مقررات التمويل المتصلة باﻵلية المالية، ينبغي لكيان أو كيانات التشغيل مراعاة الفقرات ١ و ٧ و ٨ و ٩ و ١٠ من المادة ٤ من الاتفاقية.

(iv) The operating entity or entities should finance the formulation by developing country Parties of nationally determined programmes to address climate change issues which are in accordance with national development priorities.
`٤ ' ينبغي لكيان أو كيانات التشغيل أن تمول قيام البلدان النامية اﻷطراف بصياغة البرامج التي تحدد على الصعيد الوطني لمعالجة قضايا تغير المناخ التي تتفق مع اﻷولويات اﻹنمائية الوطنية.
