23- وتوخياً للتنفيذ التام للاتفاقيات والاتفاقات الدولية، تنص المادة 98 من الدستور على أن " المعاهدات أو الاتفاقات التي يُصدّق أو يُوافق عليها بانتظام تكتسب، حال نشرها، سلطة أعلى من سلطة القوانين، رهناً بتطبيقها، بالنسبة إلى كل اتفاق أو معاهدة، من قبل الطرف الآخر " .
