II. LEGAL FRAMEWORK GOVERNING the right to food in THE OCCUPIED PALESTINIAN

The Special Rapporteur therefore calls for the full implementation of the Convention to Combat Desertification, and of the International Covenant on Economic, Social and Cultural Rights, to ensure the full realization of the right to food in the drylands.

20. The situation of violations of the right to food in the Occupied Palestinian Territories by the occupying forces also continues to be a concern (see A/59/385).

In response to this invitation, the FAO Council established an intergovernmental working group to elaborate, within two years, a set of voluntary guidelines to support Member States' efforts to achieve the progressive realization of the right to food in the context of national food security.

The Declaration invited the FAO Council to establish an intergovernmental working group (IGWG) to develop " voluntary guidelines to support Members States' efforts to achieve the progressive realization of the right to food in the context of national food security " .
ودعا الإعلان مجلس منظمة الأغذية والزراعة إلى أن ينشئ فريقاً عاملاً حكومياً دولياً لوضع " مبادئ توجيهية اختيارية لدعم الجهود التي تبذلها الدول الأعضاء من أجل تحقيق الإعمال التدريجي للحق في الغذاء في سياق الأمن الغذائي الوطني " (9).

32. The Council also noted that several countries were calling for rapid implementation of the Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security, but stressed the voluntary nature of the guidelines.
32 - كذلك لاحظ المجلس أن هناك بلدانا عديدة تدعو إلى الإسراع بتنفيذ الخطوط التوجيهية الطوعية لدعم الإعمال المطرد للحق في الغذاء في سياق الأمن الغذائي القطري، وإن كان شدد على الطابع الطوعي لهذه الخطوط التوجيهية.

79. Ms. Chenoweth (Director, Liaison Office of the Food and Agriculture Organization of the United Nations (FAO)) said that she appreciated the participation of the Special Rapporteur on the right to food in the elaboration of the Voluntary Guidelines (to support the progressive realization of the Right to Adequate Food in the context of national food security), adopted by the FAO Council in 2004.
