66. That trend was reinforced by the adoption of the principle of universal jurisdiction in article 55 of act No. 75 of 2003 (10 December 2003) in support of international efforts to combat terrorism and prevent money-laundering.

In that regard, at its thirty-third ministerial meeting, the Committee adopted a declaration on a road map for counter-terrorism and non-proliferation of arms in Central Africa.

A. Establishment of a road map for counter-terrorism and nonproliferation of arms in Central Africa

To counter both traditional and emerging threats, the Committee adopted a declaration on a road map for counter-terrorism and non-proliferation of arms in Central Africa.
وبغية التصدي للمخاطر التقليدية والمخاطر البازغة، اعتمدت اللجنة إعلانا يتعلق بخريطة طريق لمكافحة الإرهاب ومنع انتشار الأسلحة في وسط أفريقيا.

28. In accordance with the recommendation made at the thirty-third ministerial meeting of the Committee, the representative of the United Nations Department of Political Affairs gave a briefing on the implementation of the Declaration on a Road Map for counter-terrorism and Non-Proliferation of Arms in Central Africa.

On l and 2 December 2012 in Brazzaville, a workshop on the Bangui Declaration on a Road Map for counter-terrorism and Non-Proliferation of Arms in Central Africa was conducted, following the same encouraging momentum.
انعقدت في برازافيل منذ وقت قصير وتحديدا في يومي 1 و 2 كانون الأول/ديسمبر حلقة عمل حول إعلان بانغي بشأن خريطة الطريق لمكافحة الإرهاب ومنع انتشار الأسلحة في وسط أفريقيا، وتساهم هذه الحلقة في هذه الدينامية المشجعة.

Concerned at the impact of terrorist activities and instability in the Sahel region on Central Africa, the Committee assessed progress achieved in the implementation of the Road Map for counter-terrorism and Non-Proliferation of Arms in Central Africa, adopted by the Committee at its thirty-third ministerial meeting, held in Bangui from 5 to 9 December 2011.

7. At its thirty-third ministerial meeting, the Committee developed and adopted a declaration on a road map for counter-terrorism and non-proliferation of arms in Central Africa, in which it recognized the existing threat of terrorism in the subregion and identified ways to mitigate the risks through increased cooperation among its member States in the security, economic and social sectors.
7 - أعدت اللجنة، واعتمدت، في اجتماعها الوزاري الثالث والثلاثين إعلانا يتعلق بخريطة طريق لمكافحة الإرهاب ومنع انتشار الأسلحة في وسط أفريقيا، سلمت فيه بمخاطر الإرهاب الماثلة في المنطقة دون الإقليمية وحددت سبل تخفيف هذه المخاطر من خلال زيادة التعاون فيما بين دولها الأعضاء في القطاعات الأمنية والاقتصادية والاجتماعية.

- Under Act No. 2003-75 of 10 December 2003 concerning support for international efforts to combat terrorism and prevent money-laundering, incitement to commit a terrorist act or acts is subject to the same regime as an offence classified as a terrorist act.
- القانون رقم 75 لسنة 2003 المؤرخ 10 كانون الأول/ديسمبر 2003 والمتعلق بدعم الجهد الدولي لمكافحة الإرهاب ومنع غسل الأموال يُخضع التحريض على ارتكاب عمل أو أعمال إرهابية إلى نفس النظام الذي تخضع له الجريمة الموصوفة بالإرهابية.

Act No. 75 of 2003 concerning support for international efforts to combat terrorism and prevent money-laundering includes a number of sections in which terrorist and related crimes are defined and the penalties stipulated for perpetrators of and accessories to these crimes and persons who conceal terrorist activity.
شمل القانون عدد 75 لسنة 2003 المتعلق بدعم المجهود الدولي لمكافحة الإرهاب ومنع غسل الأموال عدّة فصول تعرّف بالجريمة الإرهابية والجرائم المتصلة بها وتنص على العقوبات المقررة لمرتكبي هذه الجرائم والمشاركين أو المتسترين على النشاط الإرهابي.

51. Mr. NOBORU (Japan), referring to the events of 11 September 2001, said that it was urgent for the members of the international community to work closely together to combat terrorism and prevent further massacres of innocent people.

Tunisia has also enacted a comprehensive law dealing with terrorism and moneylaundering (Act No. 2003-75 of 10 December 2003 concerning support for international efforts to combat terrorism and prevent money-laundering).
كما اعتمدت تونس قانوناً شاملاً عن الإرهاب وغسل الأموال (القانون رقم 75 لسنة 2003 المؤرخ 10 كانون الأول/ديسمبر 2003 والمتعلق بدعم الجهد الدولي لمكافحة الإرهاب ومنع غسل الأموال).

71. Article 59 of law No. 75 of 2003 (10 December 2003), in support of international efforts to combat terrorism and prevent money-laundering, under no condition allows terrorist crimes to be considered political crimes.
71 - هذا وقد نص الفصل 59 من القانون رقم 75 لسنة 2003 المؤرخ في 10 كانون الأول/ديسمبر 2003 المتعلق بدعم المجهود الدولي لمكافحة الإرهاب ومنع غسل الأموال على أنه لا يمكن اعتبار الجرائم الإرهابية بأي حال من الأحوال جرائم سياسية.
