I have the honour to refer to the letter from the President of the Security Council dated 30 August 2010 (S/2010/457), in which the Council welcomed my intention to establish a United Nations Regional Office for Central Africa in Libreville, Gabon.

Following the unanimous response of the Group of African States and informal consultations with other Member States, the Secretary-General wrote to the President of the Security Council on 11 December 2009 informing members of the Council of his intention to establish a United Nations regional office for Central Africa in Libreville.

On 23 February 2011, in consultations of the whole, members of the Council emphasized the importance of a regional approach to conflict prevention and encouraged the United Nations Regional Office for Central Africa in Libreville to facilitate coordination among the Economic Community of Central African States (ECCAS), the United Nations system and other regional organizations.
وأكد أعضاء المجلس أثناء مشاورات عقدها المجلس بكامل هيئته في 23 شباط/فبراير 2011 على أهمية الأخذ بنهج إقليمي في منع نشوب النزاعات وشجعوا مكتب الأمم المتحدة الإقليمي لوسط أفريقيا في ليبرفيل على تيسير التنسيق بين الجماعة الاقتصادية لدول وسط أفريقيا ومنظومة الأمم المتحدة وسائر المنظمات الإقليمية.

17. Welcomes the efforts of the Standing Advisory Committee towards addressing cross-border security threats in Central Africa, including the fallout from the situation in Libya, and welcomes the role of the United Nations Regional Office for Central Africa in coordinating those efforts, working closely with the Economic Community of Central African States, the African Union and all relevant regional and international partners;

After further consultations, and following the unanimous response of the States members of the United Nations that are members of the Group of African States, the Secretary-General wrote to the President of the Security Council on 11 December 2009 informing members of the Council of his intention to establish a United Nations regional office for Central Africa in Libreville (A/65/328/Add.3, paras. 245-248).
وبعد إجراء مزيد من المشاورات، وبعد استجابة الدول الأعضاء في الأمم المتحدة الأعضاء في مجموعة الدول الأفريقية، بالإجماع، وجه الأمين العام رسالة إلى رئيس مجلس الأمن في 11 كانون الأول/ديسمبر 2009 يبلغ فيها أعضاء المجلس باعتـزامه إنشاء مكتب إقليمي للأمم المتحدة لوسط أفريقيا في ليبرفيل (A/65/328/Add.3، الفقرات 245-248).

The Committee reiterated its recommendation that the secretariat of ECCAS should as soon as possible put into operation the Centre régional de sécurisation maritime de l'Afrique centrale, in accordance with the decision taken by the fourteenth ordinary session of the Conference of Heads of State and Government of ECCAS held in Kinshasa on 23 and 24 October 2009.
وكررت اللجنة توصيتها للأمين العام للجماعة الاقتصادية بتشغيل المركز الإقليمي لضمان الأمن البحري لوسط أفريقيا في أقرب وقت ممكن، وفقا للقرار الذي اتخذ في الدورة الرابعة عشرة العادية لمؤتمر رؤساء دول وحكومات الجماعة المعقودة في كينشاسا في 23 و 24 تشرين الأول/أكتوبر 2009.
