ACC welcomed the establishment by the Secretary-General of United Nations interim offices in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Ukraine and Uzbekistan.

2.11 A number of countries in which the United Nations interim offices operate require special assistance to support their economic and social development and their adjustment to independence.

The purpose of my decision in 1992 to establish United Nations interim offices in some countries of the Commonwealth of Independent States (CIS) and in Georgia, all of them countries in which the United Nations had not previously had field representation, was to ensure that the United Nations response to their special requirements was properly coordinated from the outset.

1. It will be recalled that in 1992 the Secretary-General asked the United Nations Development Programme (UNDP) and the Department of Public Information of the Secretariat to establish United Nations interim offices in a number of countries of the former Union of Soviet Socialist Republics.
١ - تذكرون أن اﻷمين العام طلب في عام ١٩٩٢ إلى برنامج اﻷمم المتحدة الانمائي وإدارة شؤون الاعلام باﻷمانة العامة إنشاء مكاتب مؤقتة لﻷمم المتحدة في عدد من بلدان اتحاد الجمهوريات الاشتراكية السوفياتية السابق.

73. His delegation commended the measures taken by the Secretary-General to ensure a prompt, integrated United Nations response to complex emergencies through the establishment of United Nations interim offices in seven countries of the former Soviet Union.
٣٧ - وأعرب عن تقدير وفده للتدابير التي اتخذها اﻷمين العام لضمان استجابة سريعة ومتكاملة من اﻷمم المتحدة لحالات الطوارئ المعقدة من خلال إنشاء مكاتب مؤقتة لﻷمم المتحدة في سبعة من البلدان التي كانت تابعة للاتحاد السوفياتي السابق.

18. Mr. KUDRYAVTSEV (Russian Federation) said that the decision taken by the Secretary-General in 1992 to establish United Nations interim offices in a number of countries of the Commonwealth of Independent States and in Georgia had enabled those countries to benefit from a United Nations presence during a difficult period for them, their passage to a market economy.
١٨ - السيد كيدريافتسيف )الاتحاد الروسي(: قال إن قرار اﻷمين العام الذي اتخذه في عام ١٩٩٢ بإنشاء مكاتب مؤقتة لﻷمم المتحدة في بعض بلدان رابطة الدول المستقلة وفي جورجيا قد أتاح المجال لهذه البلدان للاستفادة من وجود اﻷمم المتحدة في فترة صعبة بالنسبة لها، وهي فترة انتقالها إلى اقتصاد السوق.

15. As part of his effort to promote a more unified presence of the United Nations at the country level, the Secretary-General has established seven United Nations interim offices in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Ukraine and Uzbekistan and, on 20 July 1993, presented a policy-oriented report on this matter to the General Assembly (A/48/146/Add.1).
٥١ - وفي إطار جهوده للعمل على تحقيق وجود موحد ومتكامل بدرجة أكبر لﻷمم المتحدة على المستوى القطري، أنشأ اﻷمين العام سبعة مكاتب مؤقتة لﻷمم المتحدة في أذربيجان، وأرمينيا، وأوزبكستان، وأوكرانيا، وبيلاروس، وجورجيا، وكازاخستان، وفي ٠٢ تموز/يوليه ٣٩٩١ قدم إلى الجمعية العامة تقريرا ذا وجهة سياسية عن هذه المسألة (A/48/146/Add.1).

43. His delegation had studied the report of the Secretary-General (A/48/146/Add.1) with care. It regarded his decision to establish seven United Nations interim offices as a positive step and agreed with his idea of organizing their activities on the basis of " an integrated, unified, cost-effective and innovative approach to development cooperation " .
٤٣ - وذكر أن الوفد اﻷوكراني يرى، بعد أن درس بعناية تقرير اﻷمين العام )1.ddA/641/84/A(، أن القرار الذي اتخذه اﻷمين العام بإنشاء سبعة مكاتب مؤقتة لﻷمم المتحدة إيجابي للغاية وأن وفد أوكرانيا يؤيد عزم اﻷمين العام على تنظيم أنشطتها على أساس اتباع " نهج متكامل، وموحد، وفعال، ومبتكر في عمليات التعاون اﻹنمائي " .
