وقد حثّ المقرر 22/19 إثيوبيا وسان مارينو وتيمور - ليشتي على إنشاء أنظمة للترخيص وإبلاغ الأمانة بذلك بحلول 31 آذار/مارس 2011.

Therefore, there remain seven countries that are nonparties to the Montreal Protocol, Andorra, Equatorial Guinea, the Holy See, Iraq, Montenegro, San Marino and TimorLeste, and six countries, Andorra, the Holy See, Iraq, Montenegro, San Marino and TimorLeste, that are not Parties to the Vienna Convention.

1. Ethiopia, San Marino and Timor-Leste

Ethiopia, San Marino and Timor-Leste, as parties to the Montreal Amendment, are required to implement a system for licensing the import and export of new, used, recycled and reclaimed controlled substances listed in Annexes A, B, C and E to the Protocol.
يُطلب من إثيوبيا وسان مارينو وتيمور - ليشتي، بوصفها أطرافاً في تعديل مونتريال، أن تطبق نظاماً لإصدار تراخيص باستيراد وتصدير المواد الخاضعة للرقابة، الجديدة منها، والمستعملة، والمعاد تدويرها، والمستعادة، المدرجة في المرفقات ألف وباء وجيم وهاء للبروتوكول.

At the Committee's forty-sixth meeting, in August 2011, Ethiopia, San Marino and TimorLeste were urged, as stated in recommendation 46/12, expeditiously to establish licensing systems in accordance with Article 4B of the Protocol and to report thereon to the Secretariat by 15 September 2011.
وفي الاجتماع السادس والأربعين المعقود في آب/أغسطس 2011، ووفقاً للوارد في التوصية 46/12، حثت اللجنة إثيوبيا وسان مارينو وتيمور - ليشتي على أن تعجّل بإنشاء نظم للترخيص بما يتوافق والمادة 4 باء من البروتوكول، وأن تبلغ الأمانة بذلك بحلول 15 أيلول/سبتمبر 2011.

Noting that Ethiopia, San Marino and Timor-Leste are the only parties to the Montreal Amendment that have not yet reported that they have established licensing systems that meet the requirements of the Amendment,
إذ تشير إلى أن إثيوبيا وسان مارينو وتيمور - ليشتي هي الأطراف الوحيدة في بروتوكول مونتريال التي لم تبلغ بعد عن إنشائها نظماً للترخيص تستوفي المعايير الواردة في التعديل،

1. Ethiopia, San Marino and Timor-Leste (recommendation 46/12)
1 - إثيوبيا وسان مارينو وتيمور - ليشتي (التوصية 46/12)

The representative of the Secretariat recalled that Ethiopia, San Marino and Timor-Leste were parties to the Montreal Amendment to the Protocol and that Ethiopia and Timor-Leste were parties operating under paragraph 1 of Article 5 of the Protocol, while San Marino was a party not so operating.
40 - ذكّر ممثل الأمان بأن إثيوبيا وسان مارينو وتيمور - ليشتي أطرافاً في تعديل مونتريال للبروتوكول. وتعد إثيوبيا وتيمور - ليشتي طرفين عاملين بموجب الفقرة 1 من المادة 5 من البروتوكول، أما سان مارينو فهي طرف غير عامل بموجب تلك الفقرة.

The representative of the Secretariat recalled that Ethiopia, San Marino and Timor-Leste, as parties to the Montreal Amendment, were required to implement systems for licensing the import and export of new, used, recycled and reclaimed controlled substances listed in Annexes A, B, C and E to the Protocol.
41 - وأشار ممثل الأمانة إلى أن إثيوبيا وسان مارينو وتيمور - ليشتي ملزمة، بصفتها أطرافاً في تعديل مونتريال، بأن تطبق نظاماً لإصدار تراخيص باستيراد وتصدير المواد الخاضعة للرقابة، الجديدة منها، والمستعملة، والمعاد تدويرها، والمستعادة، المدرجة في المرفقات ألف وباء وجيم وهاء للبروتوكول.

The representative of the Secretariat also recalled that by decision XXII/19 the Meeting of the Parties had urged Ethiopia, San Marino and TimorLeste to establish licensing systems and to report to the Secretariat by 31 May 2011.
42 - وذكّر ممثل الأمانة أيضاً بأن المقرر 22/19 قد حثّ إثيوبيا وسان مارينو وتيمور - ليشتي على إنشاء أنظمة للترخيص وإبلاغ الأمانة بذلك بحلول 31 آذار/مارس 2011.

By recommendation 46/12, adopted in August 2011, the Committee had urged Ethiopia, San Marino and TimorLeste expeditiously to establish licensing systems in accordance with Article 4B of the Protocol and to report thereon to the Secretariat by 15 September 2011.

Noting with concern, however, that San Marino and Timor-Leste have not reported, in accordance with recommendation 46/12, on the status of their implementation of Article 4B of the Montreal Protocol regarding the establishment of systems for licensing imports and exports of ozonedepleting substances,
وإذ تشير بقلق، رغماً عن ذلك، إلى أن سان مارينو وتيمور - ليشتي لم تبلغا، وفقاً للتوصية 46/12، عن حالة تنفيذهما للمادة 4 باء من بروتوكول مونتريال المتعلقة بإنشاء نظم لإصدار تراخيص استيراد وتصدير المواد المستنفدة للأوزون،

To urge Ethiopia, San Marino and Timor-Leste to report to the Secretariat, as a matter of urgency and preferably no later than 31 March 2012, in time for consideration by the Committee at its forty-eighth meeting, on the status of their implementation of Article 4B of the Protocol.
تحث إثيوبيا وسان مارينو وتيمور - ليشتي على إبلاغ الأمانة عن حالة تنفيذهما للمادة 4 باء من البروتوكول على وجه السرعة، ويحبذ أن يتم ذلك في موعد أقصاه 31 آذار/مارس 2012، بحيث يتسنى للجنة أن تنظر فيها إبان اجتماعها الثامن والأربعين.

The Secretariat is engaged in continuous consultations at various levels to have the three remaining non-Parties to the ozone treaties - Andorra, San Marino and Timor-Leste - become Parties, preferably before the end of 2008.
وتجري الأمانة حالياً مشاورات مستمرة على مختلف المستويات لجعل الأطراف الثلاثة المتبقية غير الأطراف في معاهدات الأوزون - وهي أندورا، سان مارينو وتيمور الشرقية - تصبح أعضاء ويفضل أن يتم ذلك قبل انصرام عام 2008.
