As lead agency for the implementation of the ICPD Programme of Action, and as a member of the Inter-Agency Standing Committee (IASC) on Humanitarian Affairs, UNFPA has been a strong advocate for gender, and has led the development of guidelines and training programmes that address sexual and gender-based violence in the areas of reproductive health, HIV/AIDS, and emergencies.

UNFPA, in collaboration with other partners, provides technical assistance to countries in Africa in the areas of reproductive health, including sexual health and family planning, population and development strategies and advocacy, as well as in cross-cutting areas such as gender and information, education and communication, management information systems and logistics and socio-cultural research.

81. Screening for reproductive health problems and HIV/AIDS. For the benefit of the poorest and most disadvantaged population groups, the National Health Plan 2000-2004 included new programmes for women, children and young people in the areas of reproductive health, HIV/AIDS and risk management with a view to producing early-warning mechanisms, so as to provide greater coverage and higher quality care for specific population groups.
