61. At its forty-fourth session, the General Assembly adopted resolution 44/162, in which it requested the Commission to invite the Sub-Commission to study the practical implementation of United Nations norms and standards in the administration of justice and human rights.
١٦ - اعتمدت الجمعية العامة في دورتها الرابعة واﻷربعين القرار ٤٤/٢٦١ الذي طلبت فيه إلى لجنة حقوق اﻹنسان أن تدعو اللجنة الفرعية إلى دراسة التنفيذ العملي لقواعد اﻷمم المتحدة ومعاييرها في مجال اقامة العدل وحقوق اﻹنسان.

At this moment of global change, the Special Rapporteur is convinced that the most immediate and critical need for advisory services and technical assistance in the field of the administration of justice in general, and with regard to judicial independence and the independence of the legal profession in particular, is among countries in transition to democracy.

The purposes of these courses are to familiarize participants with the international standards for human rights in the administration of justice, to facilitate examination of humane and effective techniques for the performance of law enforcement and judicial functions in a democratic society and to prepare participants to include this information in their own training activities.
