(h) Each Central Review Panel shall be composed in a manner similar to that of the Central Review Board, except that its members shall be composed of staff members holding a fixed-term or a continuing appointment in the Professional category or in the General Service and related categories whose rank is not below that of the level of the post to which appointment selection or promotion is contemplated.
