It is foreseen that the Office of the Director of Political and Civil Affairs will oversee the human resources management, budget, finance and general administrative tasks of the entire Division at the headquarters and sector levels, and, accordingly, a decision has been taken to strengthen its overall capacity.

37. As indicated in paragraph 36 above, the Deputy Head of Mission/Director of Political and Civil Affairs would have oversight and direct supervisory responsibility for the work of the Joint Mission Analysis Centre.

34. Given that the oversight and responsibility for the work of the Joint Mission Analysis Centre would fall under the oversight and direct supervision of the Deputy Head of Mission/Director of Political and Civil Affairs, it is proposed that the entire staffing complement of the Centre be redeployed to the operations component of the Force.
34 - بالنظر إلى أن مهام الرقابة على أعمال مركز التحليل المشترك والمسؤولية عنها ستخضع لرقابة نائب رئيس البعثة/مدير الشؤون السياسية والمدنية وإشرافه المباشر، يقترح نقل كامل ملاك موظفي المركز إلى عنصر عمليات القوة.

The Deputy Head of Mission/Director of Political and Civil Affairs will have oversight and direct supervisory responsibility for the Joint Mission Analysis Centre and the HIV/AIDS Unit in addition to his immediate Office, the Civil Affairs Office, the Tripartite Coordination Unit, the Public Information Section and the Beirut Office.

44. In view of the decision to align the Force's civilian and military resources, thereby facilitating greater synergy among the respective components, and to optimize the capacity of the Force's civilian component, the Deputy Head of Mission/Director of Political and Civil Affairs would have oversight and direct supervisory responsibility for the work of the HIV/AIDS Unit.
44 - في ضوء قرار مواءمة الموارد المدنية والعسكرية في البعثة لتيسير زيادة التآزر بين هذين العنصرين والاستفادة إلى أقصى حد من قدرات عنصر القوة المدني، سيضطلع نائب رئيس البعثة/مدير الشؤون السياسية والمدنية بمسؤولية الرقابة والإشراف المباشر على عمل الوحدة.

(b) Component 1: operations, will be strengthened and streamlined through the designation of the post of Director of Political and Civil Affairs as Deputy Head of Mission.

This proposed change follows closely the decision to delineate the functions of the Deputy Head of Mission/Director of Political and Civil Affairs under the operations component, in parallel to and at the same level as the Deputy Force Commander, in order to strengthen and institutionalize the relationship between the civilian and the military leadership of UNIFIL.

(c) Redeploy the entire staffing complement of the Joint Mission Analysis Centre (1 P-5, 2 P-4, 2 P-3, 1 Field Service and 2 national General Service posts) to component 1: operations, given that the Deputy Head of Mission/Director of Political and Civil Affairs would be responsible for oversight and direct supervision of the Centre (ibid., para. 34).
(ج) نقل كامل ملاك الموظفين لدى مركز التحليل المشترك للبعثة (1 ف-5 و 2 ف-4 و 2 ف-3 ووظيفة من فئة الخدمة الميدانية ووظيفتين لموظف وطني من فئة الخدمات العامة) إلى العنصر 1: العمليات، بالنظر إلى أن نائب رئيس البعثة/مدير الشؤون السياسية والمدنية سيكون مسؤولا عن الرقابة والإشراف المباشر على المركز (المرجع نفسه، الفقرة 34).

(b) Redeploy the entire staffing complement of the HIV/AIDS Unit (1 P-4, 1 P-2, 1 Field Service, 1 National Professional Officer and 1 national General Service posts) from component 2: support, given that the Deputy Head of Mission/Director of Political and Civil Affairs would be responsible for oversight and direct supervision of the Unit (ibid., para. 44).
