Due to the increase of economic problems, the most widely adopted measure at the Services Development Centers is to approve applications for residential care at institutions, whereby the child is admitted to an institution for childcare in the absence of a court decision, which normally decides for the separation of the child from his/her family.

In 2005, 488 women attended literacy classes in the countryside; 388 of these attended classes in the development services centres of the Ministry of Social Affairs and 100 attended classes in associations.

At official level, the Institute of Administration (attached to the Civil Service Council) and Institute of Finance (attached to the Ministry of Finance) are in charge of organizing these courses, together with the National Employment Office and the development services centres attached to the Ministry of Social Affairs, in collaboration with NGOs.

193.2 Since 2011, the Ministry of Social Affairs has been enhancing the effectiveness of the development services centres, which have been in operation since 1994 in all areas of the country and which provide health, social and empowerment services for women, within the framework of a national programme for local social and economic development put in place by the Ministry of Social Affairs with the support of the Italian Government.

145. The development services centers of the Ministry of Social Affairs are widespread in all Lebanese regions. These centers carry out educational activities addressed to parents, aiming at awareness raising on the importance of the parents' role in the upbringing of their children.
