Each State party to the International Convention agreed to take appropriate measures to identify, detect and freeze or seize any funds used or allocated for the purpose of committing a terrorist act.
وقد اتفقت كل دولة طرف في هذه الاتفاقية الدولية على أن تتخذ التدابير المناسبة لتحديد أو كشف وتجميد أو حجز أي أموال مستخدمة أو مخصصة لغرض ارتكاب عمل إرهابي.

In particular, in implementation of article 8 of the Convention, there are provisions to take appropriate measures for the freezing or seizure of any funds used or allocated for the financing of terrorism and measures for the forfeiture of funds used or allocated for those purposes.
فالمادة 8 من تلك الاتفاقية تنص على ضرورة اتخاذ كل دولة طرف التدابير اللازمة لتجميد واحتجاز أي أموال مستخدمة أو مخصصة لتمويل الإرهاب، فضلا عن اتخاذ التدابير اللازمة لمصادرة الأموال المستخدمة أو المخصصة لتلك الأغراض.

The International Convention for the Suppression of the Financing of Terrorism, Article 8, requires each State Party to take appropriate measures, in accordance with its domestic legal principles, for the detection and freezing, seizure or forfeiture of any funds used or allocated for the purposes of committing the offences described.
وتقضي المادة 8 من الاتفاقية الدولية لقمع تمويل الإرهاب بأن على كل دولة طرف أن تتخذ التدابير المناسبة وفقا لمبادئها القانونية المحلية لكشف وتجميد أو حجز أو مصادرة أي أموال مستخدمة أو مخصصة لغرض ارتكاب الجرائم المبينة.

4. Paragraph 3 does not apply to any cargo carried on board the ships referred to in paragraph 2, nor does it apply to any cargo owned by a State and used or intended for use exclusively for government non-commercial purposes.
4 - لا تسري الفقرة 3 على أي حمولة منقولة على متن السفن المشار إليها في الفقرة 2 كما لا تسري على أي حمولة تملكها دولة وتكون مستخدمة أو مزمعا استخدامها في الأغراض الحكومية غير التجارية دون غيرها.

5. Paragraph 4 does not apply to any cargo carried on board the ships referred to in paragraph 2, nor does it apply to any cargo owned by a State and used or intended for use exclusively for government non-commercial purposes.

According to article 16, State immunity is also maintained in respect of any cargo on board a ship owned or operated by a State, as well as any cargo belonging to a State and used or intended for use exclusively for government non-commercial purposes.
