It is for that reason that the Special Rapporteur has chosen to focus on the relationship between large-scale development projects and the activities of human rights defenders in the present report.

24. The severe risks and violations that human rights defenders face when they become involved in large-scale development projects, however, make it very difficult for them to assume such a role.

However, in some instances, State-based judicial structures do not operate in a timely or effective manner and therefore are not ideal avenues for upholding the rights of communities affected by large-scale development projects and those defending such rights.
