77. At the 52nd meeting, on 25 July, the Council adopted draft decision 11, entitled " Special process dealing with the problem of missing persons in the territory of the former Yugoslavia " , recommended by the Commission on Human Rights (E/1995/23, chap. I, sect. B).

However, due to the extraordinary nature of the problem in the former Yugoslavia, and the fact that the mandate of the Working Group does not cover disappearances resulting from international armed conflict, a special arrangement was made: the Commission on Human Rights, at its fiftieth session in 1994, decided by resolution 1994/72 to establish a “special process” to deal with the problem of missing persons in the territory of former Yugoslavia.
بيد أنه بسبب الطبيعة غيــر العاديــة لهـــذه المشكلة في يوغوسلافيا السابقة، وحقيقة أن ولاية الفريق العامل لا تشمل حالات الاختفاء الناتجة عن نزاع مسلح دولي - فإنه قد وُضع ترتيب خاص: ذلك أن لجنة حقوق اﻹنسان قد قررت، في قرارها ٤٩٩١/٢٧ المعتمد في دورتها الخمسين في عام ٤٩٩١، إقامة عملية خاصة تتناول مشكلة اﻷشخاص المفقودين في إقليم يوغوسلافيا السابقة.
