40. The lessons described above create a need to reconsider the safe area concept, which was originally intended to be a temporary measure pending an overall political solution to the conflict in Bosnia and Herzegovina.
٠٤ - تدعو الدروس التي تقدم ذكرها أعلاه الى إعادة النظر في مفهوم المناطق اﻵمنة، الذي كان القصد منه في اﻷصل أن يكون إجراء مؤقتا ريثما يتم التوصل الى حل سياسي شامل للنزاع في البوسنة والهرسك.

In this context, OIC expresses its contempt for the terrorist act committed against Tuzla's civilian population, resulting in the murder of 71 young individuals, and notes that this is the type of heinous crime which was to be deterred by the safe area concept, and, as a terrorist act, warrants a judicious response.
وتعرب منظمة المؤتمر اﻹسلامي في هذا الصدد عن استيائها للعمل اﻹرهابي الذي ارتكب في حق المدنيين في توزلا والذي أسفر عن مقتل ٧١ شابا، وتلاحظ أن مثل هذه الجريمة البشعة، التي كان من المفترض أن يحول مفهوم المناطق اﻵمنة دونها بوصفها عملا إرهابيا، أمر يتطلب ردا مجديا.

The Secretary-General's conclusion was that the safe area concept was " a temporary mechanism by which some vulnerable populations can be protected pending a comprehensive negotiated political settlement " (para. 30).

He also repeated his view that, for the safe area concept to be sustained, there would have to be “full demilitarization by both sides on agreed conditions, assured freedom of movement, the impounding or withdrawal of heavy weapons and extensive UNPROFOR deployment”.
كما أنه كرر رأيه الذي مفاده أن مفهوم المناطق المأمونة إذا أريد بقاؤه، فلا بد من " تجريد الجانبين من السلاح بالكامل وفق شروط متفق عليها، وكفالة حرية الحركة، وجمع اﻷسلحة الثقيلة أو سحبها، ونشر قوة اﻷمم المتحدة للحماية على نطاق واسع " .

The " safe areas " concept in Bosnia and Herzegovina is a similar case. It too gives the United Nations a humanitarian mandate under which the use of force is authorized, but for limited and local purposes and not to bring the war to an end.
ومن الحالات المشابهة مفهوم المناطق اﻵمنة في البوسنة والهرسك، التي تضع أيضا على كاهل اﻷمم المتحدة مهمة إنسانية يرخص فيها باستخدام القوة وإن كان ذلك ﻷغراض محدودة ومحلية وليس ﻹنهاء الحرب.
