31. The three branches of the Bolivian Government -- executive, legislative and judicial -- as well as the Ombudsman Office, departmental governments and all other autonomous governments to be established, must take full responsibility for ending practices of forced labour and should consult and cooperate with indigenous peoples to institute plans of action to end forced labour practices and discrimination against indigenous peoples.
31 - يجب على فروع السلطة الثلاثة في الحكومة البوليفية (التنفيذية والتشريعية والقضائية)، ومكتب أمين المظالم، وحكومات المقاطعات، وجميع حكومات مناطق الحكم الذاتي الأخرى التي ستنشأ، أن تتحمل المسؤولية كاملة عن إنهاء ممارسات السخرة، وينبغي لها أن تتشاور وتتعاون مع الشعوب الأصلية من أجل وضع خطط عمل لإنهاء ممارسات السخرة والتمييز ضد الشعوب الأصلية.

(e) The agreement reached, in Yangon on 27 May 2003, on the Joint Government of the Union of MyanmarInternational Labour Organization Plan of Action for the Elimination of forced labour practices in Myanmar, including the agreement on the establishment of an independent facilitator to assist possible victims of forced labour, while noting that the conditions for the implementation of the Plan of Action do not exist at present;

(14) While noting the establishment of the National Commission for the Eradication of Slave Labour, the Committee is still concerned about the persistence of practices of slave labour and forced labour in the State party and the absence of effective criminal sanctions against these practices (art. 8).
