I. Preparation for the postponed 2012 conference on ridding the Middle East of nuclear weapons and all other weapons of mass destruction
أولا - التحضير لمؤتمر 2012 المؤجل حول إخلاء منطقة الشرق الأوسط من الأسلحة النووية وجميع أسلحة الدمار الشامل الأخرى:

Meanwhile, we recall the decision of the 2010 NPT Review Conference whereby States parties agreed to convene an international conference in 2012 devoted to the implementation of the resolution on a nuclear-weapon-free zone in the Middle East.
وفي الوقت نفسه، يجب عدم إغفال مقررات مؤتمر استعراض معاهدة عدم الانتشار لعام 2010 التي نصت على عقد مؤتمر دولي في عام 2012 يكرس لتنفيذ قرار إخلاء منطقة الشرق الأوسط من الأسلحة النووية.

10. Egypt's efforts since 1974 to free the Middle East of nuclear weapons, including submission of a draft resolution to the First Committee of the General Assembly to that end;

وأكدت الدول العربية أن خطة العمل المتعلقة بتنفيذ قرار الشرق الأوسط لعام 1995 التي تم اعتمادها في مؤتمر المراجعة عام 2010 تشكل بداية لتنفيذ ما تم الاتفاق عليه منذ أكثر من خمسة عشر عاماً بهدف إخلاء منطقة الشرق الأوسط من الأسلحة النووية.

4 - أكدت المجموعة العربية أن خطة العمل المتعلقة بتنفيذ قرار الشرق الأوسط لعام 1995 التي تم اعتمادها في مؤتمر المراجعة عام 2010 تشكل بداية لتنفيذ ما تم الاتفاق عليه منذ أكثر من خمسة عشر عاماً بهدف إخلاء منطقة الشرق الأوسط من الأسلحة النووية.

Affirms the need to rid the Middle East of nuclear weapons and other weapons of mass destruction promptly, in order to put a definitive end to the nuclear arms race, because that is a crucial element of the non-proliferation regime, which is based on fulfilment of the commitments agreed in the Treaty review process;
- التأكيد على ضرورة إخلاء منطقة الشرق الأوسط من الأسلحة النووية وغيرها من أسحة الدمار الشامل وعلى نحو عاجل لوضع حد نهائي لسباق الأسلحة النووية واعتبارها ركيزة أساسية لنظام منع الانتشار الذي يستند إلى أهمية تنفيذ الالتزامات التي يتفق عليها في عملية مراجعة تنفيذ المعاهدة.

While Egypt continues firmly to oppose the possession of nuclear weapons by any State in the Middle East, Israel continues to refuse to accede to the NPT and to enhance its ambiguous nuclear capabilities outside the comprehensive safeguards system of the IAEA, while offering false pretexts to evade international pressure aimed at freeing the Middle East of nuclear weapons.
وبينما استمرت معارضة مصر القوية لحيازة أي دولة في الشرق الأوسط للأسلحة النووية، فما زالت إسرائيل تمعن في رفض الانضمام لمعاهدة عدم الانتشار، وتعزز من قدراتها النووية المبهمة خارج نطاق نظام الضمانات الشامل للوكالة الدولية للطاقة الذرية. وتسوق إسرائيل من الحجج الواهية لتفادي الضغوط الدولية الهادفة لإخلاء منطقة الشرق الأوسط من الأسلحة النووية.

In this regard, and in spite of the success achieved through the treaties of Tlatelolco, Rarotonga, Bangkok and Pelindaba, Egypt and the other Arab States have for the past 25 years continued to strive, without progress, to establish a nuclear-weapon-free zone in the Middle East and to prevent nuclear proliferation in the region.
وفي هذا الإطار، ورغم النجاح الذي حققته بدرجات متفاوتة معاهدات تلاتيلولكو وراروتونجا وبانكوك وبليندابا ودول وسط آسيا، ما زالت مصر والدول العربية تسعى منذ 25 عاما إلى تحقيق تقدم نحو إخلاء منطقة الشرق الأوسط من الأسلحة النووية والحيلولة دون الانتشار النووي في المنطقة، دون أي تقدم يذكر.

That is why it has become necessary for the international community to pressure Israel to accede immediately to the NPT as a nonnuclear-weapon party and to place all its nuclear facilities under the comprehensive safeguards regime of the IAEA, which is necessary to free the Middle East from nuclear weapons.
لذلك، بات من الضروري أن يمارس المجتمع الدولي الضغط على إسرائيل ويحملها على الانضمام فورا إلى معاهدة عدم الانتشار كطرف غير حائز للأسلحة النووية وأن تُخضع جميع مرافقها النووية لنظام الضمانات الشاملة للوكالة الدولية للطاقة الذرية، وهي من الخطوات اللازمة للشروع في إخلاء منطقة الشرق الأوسط من الأسلحة النووية.
