Means to improve the consistent application, by expert review teams, of the technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol, especially the approaches to ensure conservativeness of adjusted estimates;
(أ) سبل تحسين التطبيق المتسق الذي تجريه أفرقة خبراء الاستعراض للإرشادات التقنية بشأن منهجيات التعديل بموجب الفقرة 2 من المادة 5 من بروتوكول كيوتو، ولا سيما نهج ضمان التحفظ في التقديرات المعدلة؛

Decides to incorporate the technical guidance on methodologies for adjustment under Article 5, paragraph 2, of the Kyoto Protocol, contained below in the annex to this decision, into the annex of draft decision -/CMP.1 (Article 5.2) attached to decision 21/CP.7;1
1- يقرر إدراج الإرشادات التقنية بشأن منهجيات التعديل بموجب الفقرة 2 من المادة 5 من بروتوكول كيوتو الواردة في مرفق هذا المقرر في مرفق مشروع المقرر -/م أ إ-1 (المادة 5-2) المرفق بالمقرر 21/م أ-7()؛

Based on decision 21/CP.7, the SBSTA will develop technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol for estimates of anthropogenic emissions and removals from LULUCF.

Background: The COP, by its decision 21/CP.7, requested the secretariat to organize a workshop prior to, and one or more workshops after, the sixteenth session of the SBSTA on methodologies for adjustments under Article 5, paragraph 2.

Decides to incorporate the technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol, contained below in the annex to this decision, into the annex of draft decision -/CMP.1 (Article 5.2) attached to decision 21/CP.7;1

The proposed COP decision includes technical guidance on methodologies for adjustments under Article 5, paragraph 2, that incorporates the guidance relating to LULUCF requested by decision 21/CP.7 and by the SBSTA at its twentieth session.

The purpose of the first workshop would be to elaborate draft technical guidance on methodologies for adjustments under Article 5.2, building upon submissions by Parties contained in documents FCCC/SBSTA/2000/MISC.1 and Add.1, FCCC/SBSTA/2000/MISC.7 and Add.1 as well as FCCC/TP/2000/1, for consideration by the Subsidiary Body for Scientific and Technological Advice at its fourteenth session.

The Conference, by its decision 21/CP.7, had requested the SBSTA to complete technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol for consideration by the Conference at its ninth session, with a view to recommending, at that session, such technical guidance for adoption by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its first session.
108- وبموجب المقرر 21/م أ-7، طلب المؤتمر إلى الهيئة الفرعية للمشورة العلمية والتقنية أن تستكمل الإرشادات التقنية بشأن منهجيات التعديل بموجب الفقرة 2 من المادة 5 من بروتوكول كيوتو كي ينظر فيها مؤتمر الأطراف في دورته التاسعة، بغية التوصية في تلك الدورة بأن يقوم مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في بروتوكول كيوتو في دورته الأولى باعتماد تلك الإرشادات التقنية.

The SBSTA, recalling paragraph 4 of decision 21/CP.7, requested the secretariat to prepare a note including a proposal for technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol of estimates of anthropogenic GHG emissions and removals from LULUCF activities under the Kyoto Protocol.
16- وقد طلبت الهيئة الفرعية، مشيرة إلى الفقرة 4 من المقرر 21/م أ-7، إلى الأمانة أن تُعدَّ مذكرة تتضمن اقتراحاً بإسداء المشورة التقنية بشأن منهجيات التعديل بموجب الفقرة 2 من المادة 5 من بروتوكول كيوتو بخصوص تقديرات الانبعاثات، وعمليات إزالة الانبعاثات البشرية المنشأ الناجمة عن أنشطة استخدام الأراضي وتغيير استخدام الأراضي والحراجة في إطار بروتوكول كيوتو.
