63. After a two-year delay (see previous reports for details), on 24 June the Bosnia and Herzegovina House of Peoples adopted a revised Strategy for the Implementation of Annex 7 of the General Framework Agreement for Peace.

I have focused my efforts on addressing those areas, in line with my primary responsibility to uphold the civilian aspects of the General Framework Agreement for Peace, while also encouraging progress on the five objectives and two conditions for the closure of the Office of the High Representative and working to preserve steps that have previously been taken to implement the Agreement.

6. During the reporting period, anti-Dayton activities have continued (specifically in relation to annexes 2, 4 and 10 of the General Framework Agreement for Peace), and the use of nationalistic and provocative rhetoric has increased substantially.

The worsening trend was the increasing pro-dissolution, pro-independence rhetoric, adopted by the representative of the Republika Srpska, accompanied by challenges to State judicial institutions, the Armed Forces of Bosnia and Herzegovina, and other responsibilities of the State under the constitution, which is contained in annex IV to the General Framework Agreement for Peace.

At the end of 2003, when property repossession was nearly complete, the Office of the High Representative handed over responsibility for the refugee-returns process under annex 7 to the General Framework Agreement for Peace in Bosnia and Herzegovina to the domestic authorities. (Apart from Novi Travnik municipality, which has had particular difficulties, repossession is now complete.)
