The commission finds that there is an almost complete denial of the right to freedom of thought, conscience and religion, as well as of the rights to freedom of opinion, expression, information and association.
وتخلص اللجنة إلى وجود حرمان شبه كامل من الحق في حرية الفكر والضمير والدين فضلاً عن الحرمان من الحق في حرية الرأي وحرية التعبير وحرية الوصول إلى المعلومات وحرية تكوين الجمعيات.

It derives from the right to freedom of thought, conscience and religion, and applies to both conscripts and volunteers.

1. Recognizes that the right to conscientious objection to military service can be derived from the right to freedom of thought, conscience and religion or belief;
1- يقرّ بأن حق الاستنكاف الضميري من الخدمة العسكرية يمكن أن يكون نابعاً من الحق في حرية الفكر والوجدان والدين أو المعتقد؛

(f) Continuing restrictions on the exercise of the freedom of thought, conscience, religion or belief, including the use of registration procedures as a means to limit the right to freedom of thought, conscience and religion of members of certain religious communities;

All members of religious communities enjoy the right to freedom of religion or belief and their freedom to manifest their religion or beliefs is subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health or morals or the fundamental rights and freedoms of others without derogating from the right to freedom of thought, conscience and religion.
بتمتع كل أفراد الطوائف الدينية المعنية بالحق في حرية الدين أو المعتقد ولا يجوز فرض قيود على حرية المجاهرة بالدين أو المعتقد إلا إذا كانت القيود مفروضة بموجب القانون ضرورية لحماية السلامة العامة أو النظام العام أو الصحة العامة أو الآداب العامة، أو حقوق الآخرين وحرياتهم الأساسية، ومطبقة بطريقة لا تنتقص من الحق في حرية الفكر والوجدان والدين.

40. The Human Rights Committee has recognized the right of conscientious objection to military service as part of the right to freedom of thought, conscience and religion enshrined in article 18 of the International Covenant on Civil and Political Rights.
40- واعترفت اللجنة المعنية بحقوق الإنسان بالحق في الاستنكاف الضميري من الخدمة العسكرية باعتباره جزءاً من الحق في حرية الفكر والوجدان والدين المكرس في المادة 18 من العهد الدولي الخاص بالحقوق المدنية والسياسية.

(أ) الحرمان من الحق في حرية الفكر والضمير والدين، وكذلك من الحق في حرية الرأي وحرية التعبير وحرية تكوين الجمعيات، الذي ينفّذ باحتكار الدولة المطلق للإعلام وتحكمها الكامل في تنظيم الحياة الاجتماعية، وكذلك بما تفرضه من رقابة تعسفية وغير مشروعة تتغلغل في الحياة الخاصة لجميع المواطنين؛
