Mr. Løvald (Norway) said that his delegation shared the Secretary-General's opinion, stated in paragraph 25 of his report on the external debt crisis and development (A/58/290), that substantial increases in expenditures were needed to improve living conditions and make progress towards the Millennium Development Goals.

In paragraph 6 of his report on staffing of field missions, including the use of 300 and 100 series appointments (A/61/732), the Secretary-General reported that, at the time of drafting that report, the cases of 16 staff members who had reached four years on an appointment of limited duration by 31 December 2006 were pending consideration.

4. In paragraph 2 of his report on the control and limitation of documentation (A/52/291), the Secretary-General indicated that, as a rule, all documents produced by the Secretariat should be no longer than 16 pages, a reduction from the former standard of 24 pages.

28. Switzerland supported the recommendations of the Secretary-General contained in paragraphs 74 to 78 of his report on strengthening and coordinating United Nations rule of law activities (A/63/226) and was committed to participating in efforts to implement them.

He also agreed with the Special Rapporteur's reasoning in paragraph 30 of his report concerning draft article 5, in particular the idea that no change should be made to that provision, which corresponded to article 6 of the draft on responsibility of States for internationally wrongful acts.

The Board's findings are contained in paragraphs 49 to 79 of its report on the accounts of the United Nations peacekeeping operations for the 12-month period ending 30 June 1998, including, in paragraphs 71 to 79, its review of the reimbursement under the new and old systems.
