وهذا الموقف الذي تتخذه أوروغواي ليس وليد تعلقها الثابت بالسلام في سياستها الخارجية، وإنما هو موقف تسنده كذلك حجة حقيقية تتمثل في فتوى محكمة العدل الدولية بشأن مشروعية التهديد باستخدام الأسلحة النووية أو استخدامها، وهو ما يشير على نحو يحظى بالإجماع إلى واجب إجراء مفاوضات حسنة النية لنـزع السلاح النووي من جميع نواحيه تحت رقابة دولية صارمة وتتسم بالكفاءة.
