Proposals concerning the conduct of an independent external evaluation of governance, oversight and auditing in the United Nations and the establishment of an Independent Audit Advisory Committee, including its mandate, composition, selection process and qualification of experts, appear to be in response to the requests contained in paragraphs 164 (b) and (c) of the Summit Outcome.

Following up those recommendations, Vice-Chairs Jan Kára and Diane Quarless conducted a series of informal consultations during the third and fourth sessions of the Commission acting as the preparatory committee in order to exchange views on and find a common understanding for the scope and modalities of partnerships to be developed as part of the outcomes of the Summit (type two outcomes).
