Introduction 1. In paragraph 61 of its resolution 1999/78 of 28 April 1999, the Commission on Human Rights inter alia invited United Nations bodies and mechanisms dealing with the question of racism, racial discrimination, xenophobia and related intolerance to participate actively in the preparatory process for the World Conference.

In addition, Algeria encouraged Nigeria to formulate specific technical assistance requests in order to promote the achievement of the Millennium Development Goals (MDGs) as well as to address the relevant United Nations bodies and mechanisms, in particular the Office of the High Commissioner on Human Rights (OHCHR).

2. The Sub-Committee, while respecting the principles set out in article 3, is encouraged to cooperate for the prevention of torture in general with the relevant United Nations organs and mechanisms as well as international, regional and national institutions or organizations working towards strengthening the protection of persons from torture and other cruel, inhuman or degrading treatment or punishment.
