In November 2013, the Council of the European Union adopted a decision on the association of the overseas countries and Territories with the European Union that provides for access to, among others, horizontal European Union funds, such as those for higher education and vocational education.
وفي تشرين الثاني/نوفمبر 2013، اعتمد مجلس الاتحاد الأوروبي قرارا لربط بلدان وأقاليم ما وراء البحار بالاتحاد الأوروبي يتيح، من جملة أمور، إمكانية الحصول بشكل أفقي على أموال من الاتحاد الأوروبي، ومنها على سبيل المثال الأموال المخصصة للتعليم العالي والتعليم المهني.
