In addition, the Secretariat developed a new training manual for chairs of official meetings of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention and the Stockholm Convention. The manual includes an explanation of the terminology, rules of procedure and common practice for the meetings of the Committee.

Supplementary analysis of the financial and administrative arrangements which would be required to implement any changes which the secretariats of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention and the Stockholm Convention on Persistent Organic Pollutants and the United Nations Environment Programme may propose;

At present, UNEP provides administrative support for the following conventions: the Convention on International Trade in Endangered Species (CITES), the Convention on Biological Diversity, the Convention on Migratory Species, the Basel Convention, the Rotterdam Convention and the Stockholm Convention (jointly with the Food and Agriculture Organization of the United Nations (FAO)), as well as the Montreal Protocol.

In its audit of the Secretariat of the Basel, Rotterdam and Stockholm conventions conducted in the last quarter of 2013, the Office of Internal Oversight Services (OIOS) expressed concern that the working capital reserve of the Stockholm Convention was not consistent with the United Nations administrative instruction on general trust funds of 1 March 1982 (ST/AI/284).
في عملية المراجعة المالية لأمانات اتفاقية بازل واتفاقية روتردام واتفاقية استكهولم التي أُجريت في الربع الأخير من 2013، أعرب مكتب خدمات الرقابة الداخلية عن قلقه من أن احتياطي رأس المال العامل لدى اتفاقية استكهولم لا يتمشى مع التعليمات الإدارية للأمم المتحدة الصادرة في 1 آذار/مارس 1982 بشأن الصناديق الاستئمانية العامة (ST/AI/284).

Ms. Monique Barbut, officer-in-charge of the Secretariat and Director of the Division of Technology, Industry and Economics of UNEP, provided an overview of the documentation before the Conference. She recalled that with its decision SC-1/18, the Conference had requested the Secretariat to prepare a study on how cooperation and synergies between the Basel, Rotterdam and Stockholm conventions could be improved.
