وتوصي بأن تعالج الدولة الطرف الأسباب الجذرية للاتجار من أجل القضاء على أسباب ضعف الفتيات والنساء الذي يعرضهن للاستغلال والاتجار وأن تبذل جهودا لتأهيل المرأة والفتيات اللاتي يقعن ضحايا للاستغلال والاتجار وإدماجهن اجتماعيا.
