Mr. Mselle (Chairman of the Advisory Committee on Administrative and Budgetary Questions), introducing the related report of ACABQ (A/58/7/Add.19), said that the Advisory Committee's report applied its previous recommendations contained in its report on the administrative expenses of the United Nations Joint Staff Pension Fund (A/58/7/Add.9).

In that connection, he recalled that the General Assembly, in its resolutions 57/4 B and 58/1 B, had endorsed the conclusions and recommendations of the Committee on Contributions concerning multi-year payment plans, as contained in its report on its activities at its sixty-second session (A/57/11, paras. 17 to 23).

5. The Subcommission on Illicit Drug Traffic and Related Matters in the Near and Middle East, at its thirty-seventh session, decided to bring to the attention of the ministerial segment the following issues, as contained in its report:

The Advisory Committee recalls that the General Assembly, in resolution 47/211 of 23 December 1992, had approved the recommendations and conclusions of the Board of Auditors and the comments of the Advisory Committee as contained in its report (A/47/500), in which the Advisory Committee had requested that a report on corrective action taken in this regard should be submitted to the Assembly.

Instead, the Assembly took note of the recommendations of the Advisory Committee on Administrative and Budgetary Questions contained in its report (A/48/7/Add.12) and authorized the Secretary-General to enter into additional commitments up to US$ 1,834,100 under section 21 of the programme budget for the biennium 1994-1995 for the financing of human rights activities in Cambodia.

5. For the reasons contained in its report on financing of the United Nations Support Mission in Haiti, the United Nations Transition Mission in Haiti and the United Nations Civilian Police Mission in Haiti (A/52/818), the Advisory Committee had requested that the budget contained in the report of the Secretary-General (A/52/798) should be resubmitted for review in May 1998.

In addition, it has been streamlined to make it more user-friendly and it incorporates the recommendations of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) set out in its report (HSP/GC/22/5/Add.1).
