It is the recommended policy of the Ministry of Education and Culture that students living in rural areas should attend schools within a three-mile radius from their homes.

With regard to actions aimed at promoting quality education in order to achieve universal primary education, the Ministry of Education and Culture has set as a State policy the goal of guaranteeing an increase in the enrolment of children in preschool, primary and middle school.
