On 29 July 2002, on the occasion of the 35th ASEAN Ministerial Meeting in Brunei Darussalam, the ASEAN Foreign Ministers agreed on the need to enhance cooperation with the United Nations as a pre-eminent multilateral institution. It is as a follow-up to this declaration that we are submitting the draft resolution calling for closer cooperation between the United Nations and ASEAN.

Thus the ASEAN Humanitarian Task Force for the Victims of the Cyclone Nargis was established in May this year by ASEAN Foreign Ministers to work closely with the United Nations and Myanmar in coordinating international assistance.

Mr. Ahmad Shabery (Malaysia), speaking on behalf of the Association of Southeast Asian Nations (ASEAN), said that, with the signing by the ASEAN Foreign Ministers of the Declaration on the Elimination of Violence Against Women in the ASEAN Region, all 10 ASEAN countries had committed themselves to that issue.

In the communiqué issued after the thirty-fifth ASEAN Ministerial Meeting, held in Brunei Darussalam in July 2002, ASEAN Foreign Ministers affirmed the need for enhancing the organization's cooperation with the United Nations, as such cooperation will contribute to ASEAN's objectives of economic growth, sustainable development, social progress, cultural development and the promotion of peace and stability.

He also said, " there was also a general view that the bilateral process should be allowed to continue " and " the ASEAN Foreign Ministers remain seized of the issue, and I have requested Cambodia and Thailand to provide an update at the next Informal ASEAN Ministerial Meeting in New York " . The informal ministerial meeting is scheduled to be held in September 2008.

With its terms of reference adopted by the Foreign Ministers of ASEAN in July 2009 and a first meeting held in October 2009 in Thailand, the Intergovernmental Commission will be able to chart the way forward for ASEAN to begin a new chapter that would advance the cause of human rights in the region and pave the way for a genuine rule-based and people-centred ASEAN community.
وستكون اللجنة الحكومية الدولية مهيأة بفضل اختصاصاتها التي اعتمدها وزراء خارجية الرابطة في تموز/يوليه 2009 والاجتماع الأول الذي عُقد في تشرين الأول/أكتوبر 2009 في تايلند، لتحديد الطريق قدماً كي تبدأ الرابطة مرحلة جديدة من شأنها النهوض بقضية حقوق الإنسان في المنطقة وتمهيد الدرب أمام مجتمع قائم حقاً على القانون في منطقة الرابطة يكون محوره الناس.
