Where losses result from instances of gross negligence or intentional disregard of pertinent regulations or rules or administrative instructions, or the wilful failure to observe prescribed standards of conduct, as referred to in paragraph 4 (b) above, disciplinary action may be taken in accordance with Article X of the Staff Regulations and chapter X of the Staff Rules, in addition to efforts to obtain recovery of such losses.
