The Congress may wish to encourage Member States to develop the necessary policies and institutional infrastructure to ensure that prisons are used sparingly and fulfil their proper role.
91- ولعلّ المؤتمر يودّ تشجيع الدول الأعضاء على وضع السياسات والبنى التحتية المؤسسية اللازمة الكفيلة بالحرص على استخدام السجون لماما والاطمئنان إلى أنها تنهض بالدور المنوط بها.

The Congress may wish to encourage Member States to ensure that prisons are professionally managed and have adequate numbers of qualified and properly trained staff, and avoid situations in which prisoners exercise a role in managing security and discipline in the prison.
94- ولعلّ المؤتمر يودّ تشجيع الدول الأعضاء على تزويد السجون بإدارة تتسم بطابع الاحتراف المهني ويعمل فيها عدد كاف من الموظفين المؤهلين والمدربين تدريبا ملائما، وتجنب الحالات التي يضطلع فيها السجناء بدور في إدارة الأمن والانضباط في السجن.
