It is for this reason that the Working Group encourages the eight Member States that have signed the Convention but have not yet ratified it to do so, and promotes accession by all other States that are not yet parties to the Convention.

In this regard, my delegation hopes that those States that have not done so will sign, ratify and fully implement additional protocols without undue delay.
