وبغية المضي في تحسين الخدمات المقدمة لمديري البرامج، سيزداد تعزيز السياسات وخدمات المنظمة على صعيد إدارة الموارد البشرية، كما سيضطلع، حسب الاقتضاء، بمزيد من التوسع في تفويض السلطة ومساءلة المديرين فضلا عن ترشيد العمليات.

Efforts needed to be made to identify the root causes of persistent problems and to hold managers accountable.
