10.12 In the light of the above, the Committee is of the view that, although the procedure for a change of name under article 61-1 of the Civil Code can be improved in its application and its interpretation, it cannot be said to be unreasonably prolonged and/or unlikely to bring effective relief in the case of Ms. Delange, who has not made the slightest effort to avail herself of available domestic remedies.
